I don’t know of any permanents in Norway at all apart from Jotunheimen Super Randonnée.
The brevets in Oslo are all done this season.

Generally, to register for a brevet in Norway, you can go to http://kalender.randonneurs.no/, select the one you want from the calendar, and proceed with a rider profile registration. This will also inform the organizer that you’ve registered.
